Emissions from stationary sources shall be calculated separately for each source with the consideration of its relative role in increasing greenhouse effect. The authorized state institution in the sphere of environmental protection shall set annual emission quotas for greenhouse gases that shall be distributed among nature managers. Effect of quota shall be suspended in the following cases: (a) infringement of terms and conditions on nature management, ecological norms and requirements by nature managers; and (b) considerable damage to environment, public life and health.
