Abstract

Seed inspection of forestry seeds is carried out for the purpose of securing the observance by physical and juridical persons that carry out production, harvest, processing, storage, trade, transportation and use of forestry seeds, of the requirements of the national legislation, state standards and other legislative acts in the field of forestry seeds. Seed inspection is carried out by the Scientific and production centre of forestry seed growing and zone forestry seed stations of the Federal Forest Service. In the process of carrying out seed inspection physical and juridical persons must concede the necessary information and documentation, give written explanations as regards the arising questions and must not impede access to the premises and materials. The authorized institutions to carry out seed inspection are liable to prosecution in accordance with the legislation currently in force for non-execution or improper execution of the entrusted duties. Federal Forest Service is entitled to elaborate and validate the Instructions as regards organization and carrying out seed inspection and to give explanation as regards their application.
