Water charges shall be applicable to all types of industrial water use with or without water abstraction form surface waterbodies. The purpose of the collection of water charges shall be to compensate reproduction and conservation of water resources, economic stimulation of the rational water use and efficient management of water resources. Water supplying organizations, municipal and communal services, industrial enterprises (including heat-and-power engineering), agricultural and fishing enterprises, hydroelectric engineering and water transport enterprises and organizations shall be subject to payment of water charges.
