The Council of Ministers, Ministry of Agriculture, State Land and Cartography Committee and local authorities shall evaluate the situation in the agricultural sector and shall take measures against deficiencies and the artificial barriers. The Council of Ministers is charged with drafting the second phase of the state program for the implementation of the agrarian reform and submitting the draft to the President within one month. Agricultural producers shall be exempt from taxes, except for land taxes, for five years. The State Land and Cartography Committee shall ensure the completion of relevant legal documents to land owners, especially in the field of cotton production, in order to accelerate the development of market relations and enterprises in rural areas. The Council of Ministers together with the National Bank shall take financial agricultural measures for development of the agricultural sector and especially of farms.
