Abstract This Decree states that “native wildlife species” includes (i) endangered species of wild fauna, (ii) endemics and relicts, (iii) species included in “Red Book” of Azerbaijan, (iv) species used in the medical field, (v) species used against pests in agriculture and forestry, (vi) species of hunting and fishing, (vii) species used in fur farming, (viii) other species not included in fishing and hunting, (ix) paleontological remains of animals, (x) species used in industries, (xi) nesting sites, spawning areas, breeding ground and recovery areas of animals. This Decree underlines that native wildlife species cannot be under private or municipal ownership. This Decree specifies the animal species that may be privately and municipally owned as mammals, birds, reptiles, amphibians, fish, cyclostomata, molluscs, worms, arthropoda, cnidarian and prokaryotes. The specified animal species shall only be owned by municipalities and private owners with a certificate issued by the State Committee of Control over Ecology and the Use of Natural Resources and the State Concern 'Azerbalig'.
