The aforesaid finances allocated out of state budget shall be used for the following purposes: (a) reimbursement to the insurance carrier of fifty percent of insurance payment due to unfavourable natural phenomena; and (b) deposits of temporarily surplus funds at the National Bank or investment thereof in government securities.
