The Ministry shall carry out the following functions: (a) state management in the areas of environmental protection, auditing and licensing and ecological education; and (b) international cooperation, and research and dissemination of environmental information. The Ministry shall carry out the following plenary powers: (a) to conclude international agreements concerned with environmental protection; (b) to coordinate contracts for the management of the natural environment within its sphere of competence; (c) to validate environmental quality criteria and ecological requirements for economic activity; (d) to validate research programmes; and (e) to request and obtain information regarding its sphere of competence from state bodies.
