Abstract

This Ministerial Decree designates the Ministry of Energy and Mineral Resources as the central executive body responsible for implementing state policies and for coordinating management in the sphere of energy, including nuclear energy, mineral resources, and the petrochemical and nuclear industry. The Ministry shall have the following functions: (a) elaboration and implementation of state policy in the energy sector; (b) analysis of the energy sector; (c) validation of the list of mineral deposits destined for subsoil management, and conclusion and registration of subsoil management contracts; and (d) control of compliance with subsoil management requirements. The Ministry shall have the following plenary powers: (a) request information from state bodies, organizations, officials and citizens; (b) make proposals regarding the abrogation or amendment of legislative acts; (c) make proposals to enter into international agreements; and (d) carry out administration of guarantees on product sharing contracts in the sphere of subsoil management.
