The State water register shall be the systematic and permanently updated database related to the inventory of water resources, quality and management of water resources, and on water users. It shall be applicable either to surface water or to groundwater. The scope of the State water register shall be to grant access to the state bodies, legal and natural persons to the information regarding waterbodies, water resources and water users. The basic principles of keeping the State water register shall be: (a) coverage of all the national waterbodies; (b) application of the common water registration system; (c) reliability of the water register information; (d) computer-based system of keeping the State water register.
