Abstract

This Ministerial Decree establishes the modalities for licensing activities related to the processing, manufacture, transport, storage and sale of explosives and toxic substances. It does not apply to the manufacture of ammunition or the use of poisonous substances for medical purposes. Licensing terms and conditions shall include: (a) observance of relevant legislation and standards, environmental protection and sanitary norms and regulations; (b) registration of explosives and toxic substances; (c) obtaining all normative and technical documentation; (d) availability of equipped facilities; and (e) availability of fire extinguishing equipment. Applicants must submit the following documentation: (a) application; (b) notarized copy of the state registration certificate; (c) expert opinion of the state inspectorate on the applicant’s compliance with the licensing terms and conditions; and (d) copy of the receipt for payment of the licence fee.
