Abstract

The Regulation establishes that special ecological requirements are compulsory for all physical and juridical persons that carry out activity within protected area in the northern part of the Caspian sea. The Ministry of Natural Resources and Environmental Protection and other authorized institutions must provide for the observance of special ecological requirements. The Regulation consists of 10 Sections that contain 68 articles. Section 1 lays down the general provisions. Section 2 regards organization and carrying out of any kind of activity within protected area. Section 3 regards treatment and handling of waste materials. Section 4 regards the modalities of movement within protected area. Section 5 deals with hazardous substances. Section 6 determines special measures for the protection of biodiversity. Section 7 deals with ecological monitoring. Section 8 concerns protective measures and guarantees in case of outpouring of hydrocarbons. Section 9 regards ecological expertise and public participation in it. Section 10 establishes liability and control over the application of this Regulation.
