Abstract

This Ministerial Decree implements the Convention on Wetlands of International Importance (the Ramsar Convention 2 February 1971). It nominates the Ministry of Environmental Protection and Natural Resources of the Russian Federation the only authorized State institution responsible for the application of the regulations of the Rams Convention in Russia. The Decree validates the list of wetlands of international importance situated on the Russian territory. The local administration is obliged to delineate, in accordance with the Ministry of Environmental Protection and Natural Resources of the Russian Federation, the boundaries of the wetlands of international importance that are included in this list. The local administration is also entitled to draw up, in accordance with the departments of Federal Administration concerned, the legislative acts regulating the use of natural resources and protective measures for the wetlands of international importance. This Ministerial Decree contains the list of wetlands of international importance that are situated in the Russian Federation.
