Abstract The present Regulation determines the modalities of issuing licences for exploration and extraction of minerals including those pertaining to state property. Concession of subsoil is carried out in accordance with licence and contract. Objects of licensing are the plots of subsoil within which boundaries authorized activities must be carried out. The licence ensures legal right of the licensee to carry out specific use of subsoil on the allotted plot of land. Licence gives the right exploration and/or mining exclusively of the type of mineral specified in the licence. In accordance with the types of management of subsoil licences are sub-divided into: 1. exploration licence; 2. mining licence; 3. joint licence (exploration and mining). Exploration licence must be issued with the attachment of geological and, in case of necessity, of mining allotment of the territory specified in the contract. Full text Russian
