The register shall be drawn up jointly by the Ministry of the Environment and the Ministry of Agricultural and Forestry Policies, in compliance with the specimens contained in the Annexes to this Decree. Commercial enterprises as well as breeders of live animals and plants must fill in the register (art. 1, par. 6).
