The document defines licence blocks as areas of land identified by coordinates and maps, and sets out the requirements and fees for applying for a licence for either prospecting or exploration for minerals. The Regulations moreover specify the model clauses that are incorporated in each type of licence, and the information that must be included in the licence, such as the name and contact details of the licensee, the mineral to which the licence relates, the term of the licence, the work programme, and the annual fee. Offences and penalties for giving false or misleading information, failing to comply with licence conditions or requirements, or causing harm to the environment are also outlined.
