The amendments of the basic Law establish that if there is a breach by the quarry exploitation holder of any agreements, terms or conditions contained therein and if the holder does not remedy such breach within a given period, the Governor may order to act as specified in the text. The quarry exploitation holder who is performing illegal activities may loose the privilege of quarry extraction and the concession may be terminated by the Cabinet.
