Property of minerals and relative exploration rights of such minerals and any rights exercisable outside territorial waters with respect to seabed and subsoil and their mineral and natural resources vested in the Crown. Exploration for or exploitation of mineral resources requires a licence to obtained from the Governor. The Ordinance also defines the offences of discharge of oil which may cause pollution.
