The Act vests the property in and the control over minerals in the Seychelles in the Republic. No prospecting for minerals shall take place without a prospecting licence granted by the Minister and mining shall be lawful under a mining right, a mining lease or a special mining lease granted by the Minister. Compensation shall be paid to landowners for disturbance of surface rights and for damage done to the surface of the land resulting from the prospecting or mining operations and the owner of land shall receive such proportion of royalties or other revenue payable to the Government as may be determined by the Minister.
