Abstract This Act is ratified with the purpose of developing rural areas and poverty reduction through providing energy to all. The Act is securing that electricity service is available at reasonable rates in unserved and underserved areas; and is prioritizing low-cost, renewable, and environmental friendly sources of energy. The Act outlines provisions for providing integrated power generation and distribution services through microgrid systems and verifies the procedures on ownership and operation of the microgrid services. The Act further outlines the powers, functions, and responsibilities of the Energy Regulatory Commission, Department of Energy, and the National Electrification Administration and other private and public sectors that are involved in this area. Final parts of the text refers to permitting process; criminal and administrative penalties and implementation of the Act by the Joint Congressional Energy Commission (JCEC).
