Environmental fees shall be calculated in accordance with the functional purpose of the area of discharge: (a) industrial sites and urban areas; (b) agro-industrial areas and sites; (c) eroded land and erosion risk areas; and (d) main use felling areas. Non-point discharge of pollutants and calculation of environmental fees therefore shall be carried out in accordance with the authorization issued by the authorized state environmental institution. In case of the absence of the aforesaid authorization the amount of payment shall be calculated by nature manager or by territorial body of the authorized state environmental institution as extralimit discharge of pollutants.
