Environmental fees shall be paid by enterprises, institutions, organizations and other legal persons, including joint ventures and individual entrepreneurs classified as nature managers. The following types of environmental pollution shall be subject to fees: (a) emissions of pollutants from stationary and non-stationary sources; (b) discharge of pollutants to surface water and groundwater; and (c) waste disposal.
