Abstract These Merchant Shipping (Safe Manning) Regulations, consisting of 16 regulations and two Schedules, apply to all seagoing ships registered under the Sri Lankan flag wherever they are; and other seagoing ships when in Sri Lankan waters other than fishing vessels and pleasure crafts not engaged in trade.
