Abstract The Memorandum Circular is drafted in line with the governmental policies for prevention, control, and abatement of pollution of the country's water resources; promote public information and education; and encourage the public in water quality management and monitoring. For the purposes of this Memorandum , recreational waters shall be monitored using the primary water quality parameters and supplemented by secondary water quality parameters. The Memorandum further provides tables on parameters for primary and second water quality criteria. The text consists of 6 Sections and refers to the issues of applicable water quality parameters, identification, monitoring and reporting, and institutional arrangement for establishing Inter-Agency Technical Committee.
