Article 2 establishes that anyone running a waste water discharge facility shall, adopt at his own expenses, all necessary operations as well as tests according to the general recognized rules of the latest technique to ensure the orderly functioning of his plant. Moreover, the person shall employ qualified personnel to carry out the self-monitory system if it has not been transferred to a third party. The text consists of 8 Articles and 3 Annexes.
