The Minister may, by instrument in writing, make orders, not inconsistent with the Act or with regulations made under the Act, with respect to any matter for or in relation to which provision may be made by regulations made under the Act. Where an order that makes provision with respect to a matter with respect to which regulations may be made by virtue of section 20 of the Act provides that the order or a provision of the order is a prescribed penal provision, a person who contravenes or fails to comply with that order or provision, as the case may be, is guilty of an offence against these Regulations and is punishable, upon conviction, by a fine specified in regulation 4.
