These Measures enter into force on 30 March 1999.
Abstract

The purpose of these Measures is to strengthen the management of construction project environmental impact assessments and to improve their quality. These Measures consist of 20 articles divided into 5 Chapters: General provisions (I); Conditions and procedures for applying for assessment certificates (II); Management and evaluation of assessment certificates (III); Penalty provisions (IV); Supplementary provisions (V). Units engaging in environmental impact assessment of construction projects shall obtain qualification certificates issued by the State Environmental Protection Administration (SEPA). SEPA is responsible for organizing an evaluation of the assessment activities of the assessment unit and may authorize the environmental protection bureau to conduct inspections of the assessment units.
