Abstract The purpose of these Measures is to regulate the procedures for formulating regulations on environmental protection and ensure the quality of legislation. The Administration shall formulate an annual legislative schedule at the beginning of each year (Chapter II). The department that takes the specific charge of drafting laws or regulations on environmental protection shall organize the relevant legislative personnel to carry out the drafting (Chapter III). The department of regulations shall, in collaboration with the department in charge of drafting, examine the draft-for-review of laws and regulations on environmental protection on aspects listed in article 17.
