It is stipulated that no person shall act as a “pitkal” (a person who undertakes to sell agricultural produce to third persons, on account of the owners) or as a greengrocer without a licence from the Director of Agriculture. Provisions on maximum prices in respect of agricultural produce and penalties are laid down as well.
