It provides with respect to, among other things: right of innocent passage; entry into and departure from internal waters; permission of the Minister for the immobilizing laying-up stopping or anchoring outside harbours or fishing harbours; and the Minister's powers relating to ship on non-innocent passage. Subject to the provisions of this Act, the master of any ship shall not, except as prescribed by Regulation, cause it to enter or leave internal waters other than a harbour or a fishing harbour.
