Abstract The Regulation is divided into the following Parts: Preliminary (1); State Waters (2); Pollution by Oil or Noxious Substances (3); Pollution relating to Transfer Operations (4); Ships Carrying or Using Oil or Carrying Noxious Liquid Substances (5); Miscellaneous (6). Part 3 regulates the discharge of oil or oily mixtures, or noxious liquid substances that are carried as a cargo or part cargo in bulk. In particular, the provisions regard the notification of discharges, the time for furnishing discharge reports, and establish the content of discharge reports, the oil and the cargo record books and the matters to be recorded therein.
