National Maritime Policy is the definition by the state and society of goals, principles, directions, tasks and ways to achieve the national interests of the Russian Federations in the coastal area, in inland waters, in territorial sea, in the exclusive economic zone, on the continental shelf of the Russian Federation and on the high seas, as well as practical activities for their implementation. The national interests of the Russian Federation in the World Ocean include: (a) the inviolability of the sovereignty of the Russian Federation, extending to internal sea, territorial sea, their bottom and subsoil, as well as the airspace above them; (b) sovereign rights and jurisdiction of the Russian Federation, carried out in the Exclusive Economic Zone and on the continental shelf of the Russian Federation related to exploration, development and conservation of natural resources either living or inanimate, located at the bottom, in its depths and in surface water, management of these resources, hydropower energy generation, currents and wind, creation and use of artificial islands, installations and structures, marine scientific research, protection and conservation of the marine environment, development and use in the interests of defense and security of a country with participation of the military component of its maritime potential, as well as the right to study and develop the mineral resources of international seabed area; (c) freedom of the high seas, including freedom of navigation, flights, fisheries, research, laying submarine cables and pipelines; (d) the preservation of human life at sea; (e) the functioning of vital marine communications; (f) prevention of marine pollution by domestic and non-domestic waste disposal; (g) integrated use of resources and spaces of the World Ocean for sustainable economic and social development of the country and its coastal regions.
