Regulations may make provision for, or in relation to the implementation of, or giving effect to the STCW Convention. A vessel that is at a port or place or at sea without the number and grade of seamen required by the STCW Convention or prescribed by Regulations made under this section is not properly manned and the provisions of this Act relating to such vessels apply accordingly.
