Abstract The Authority shall consist of at least four members and not more than six, all appointed for one year or more by the Minister responsible for resources (sect. 3). "Resources" here means the resources relating to water, energy and mineral resources. The Authority shall carry out the functions listed in section 4, including: regulate and monitor all practices relating to energy, water and mineral resources; grant licences, permits, or other authorizations for the carrying out of any operation or activity relating to energy, water or mineral resources; establish minimum quality and security standards for any of these practices; establish measures for the protection of the environment in activities regulated by the present Act; and formulate and implement the policies and strategies with short-term and long-term objectives, in relation to activities regulated by this Act (sect. 4). The Authority shall also in relation to water: secure and regulate acquisition, production, storage, distribution, and other disposal of water for all purposes; provide for conservation of water resources; secure and regulate treatment and disposal of waste water and sewerage; ensure safe discharge of water effluent; and maximise the use of storm water run-off. Section 6 contains provisions relative to the relationship between the Minister and the Authority. Remaining provisions of this Act concern internal and financial maters of the Authority, and in relation to this, regulation making powers of the Minister.
