Abstract

The mandate of the Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (MGNREGA) is to provide at least 100 days of guaranteed wage employment in a financial year to every rural household whose adult members volunteer to do unskilled manual work. These Operational Guidelines (Guidelines) identify the key stakeholders at all levels such as the wage seekers, gram panchayats, block level programme officer, district programme coordinator and panchayat, state and central employment councils, the state and central governments, and the civil society. The Guidelines lay down the process of issue of job cards, application for work and recording demand, organizing employment guarantee day and payment of unemployment allowance. It also discusses the institutional architecture at all levels and the required human resources. The provision for capacity building, training and creating awareness is also made therein. The procedure to obtain approval for any new category of work is laid down. A dedicated strategy for vulnerable groups is provided in these Guidelines. The provision for maintenance of records, MIS, financing of the programme, audit, grievance redressal, reporting, quality management and partnership with civil society are made in these Guidelines.
