It provides for the office hours, sittings, language and seal of the Authority. It also provides for appointment of Secretary, Officers and Employees and the functions and duties of the Secretary. The Regulations lay down the general rules and procedure relating to the proceedings before the Authority and also regarding investigation, inquiry and collection of information by the Authority. The Authority has powers to initiate proceedings to impose fine and charges in case of non-compliance or violation by any person. The Regulations provide for review of order or decision of the Authority.
