The Act introduces plans for investment in anti-poverty programs, accessing the poor to government services, setting up long term strategies for the empowerment of the poor, and enhancing and promoting the capabilities and competences of the basic sector. Section 4 of the Act provides for various rights of poor including right to adequate food, information to opening employment, and promote livelihood, compliance with labor standards, and right to relevant education, and health care. The text further outlines provisions for social protection, system for targeting of beneficiaries, and national poverty reduction plan, funding requirement, and tax exemption, and private sector participation.
