Abstract

This Order makes provisions for the destruction of locusts and locust eggs. A Locusts Matter Local Clerk can be nominated in areas chosen by the District Supervisor and has the authority to carry out the destruction operations. A Local Committee will be established in order to aid the Local Clerk with his operations. Every person that obtains information about the location of locusts or locust eggs has the commitment to promptly inform the nearest authority. Areas where locust eggs have been laid in must be marked by the land owner. The Local Clerk has the power to enter on land and destroy locusts and locust eggs with all the means off-which he displays. The local Committee can demand from any person to assist with the destruction operations and payments may be obtained in cases listed in art.5. Any agricultural machinery or animal may be taken by the local Committee for operational use. Awards may be given to people that gave information about or have personally helped finding and destroying locusts and locust eggs. Penalties are set for who does not fulfil the above orders.
