They shall bind all waste producers, waste managers, collectors, transporters and recyclers of solid waste residing or conducting business in a City Council, Municipal Council or District Council area. In case of inconsistency with by-laws of a Council, these Regulations shall prevail. The Regulations define responsibilities of Councils in respect or solid waste and require a Waste Management Unit to be established in every Council. A Council may engage waste managers for waste management districts and shall appoint waste inspectors to monitor, inspect and enforce the provisions of these Regulations. The Regulations define duties of waste managers, waste producers and the general public in respect of waste and prescribe waste fees. They also concern composting of organic waste. Full text English
