The Service shall consist of non-elected officers of the local administration including Regional Coordinating Councils and District Assemblies. The object of the Service is to secure the effective administration and management of local government in the country. It shall provide technical assistance to District Assemblies, and Regional Coordinating Councils. The Service shall be governed by the Local Government Service Council. There shall be also a secretariat and a Head of the Service. The Act also provides with respect to the organization of the public administration at regional and district level.
