These By-Laws are made by the Lilongwe City Council, pursuant to the provisions of the Local Government Act. They prohibit the keeping, grazing or rearing of donkeys, horses, mules, cattle, pigs, goats, sheep, bees, wild animals, among others., in residential premises or unauthorized areas. The By-Laws also prescribe the numerical limit of certain animals like dogs, cats, chickens, guinea fowls, rabbits, etc. to be kept in a residential premises or authorized area. Other prohibitions include that a person may only keep a maximum of 3 types of animals in a residential premises. However, the Council may in its discretion or upon an application, allow a person to keep animals in a way that derogates from the provisions of the law, and such authorization is specified in a permit issued to the person. There are prohibitions on the straying of animals from their usual enclosures into public places. Furthermore, extensive provisions are made on the health and hygiene of animals; specifically, provisions on ventilation, high sanitary and hygiene standards for keeping the animals, quarantine of sick animals, provisions on the disposal of animal waste, etc.
