Moreover, this Act amends several sections regarding the qualifications and disqualifications for election as a member of councils; elected and nominated members of councils; the appointment of president of councils; expiration of term of Council; meetings and proceedings of councils; functions of councils; bylaws having the force of law in the area of authority of the council; financial instructions of the Minister; powers and duties of Director of Audit; penalties relating to collection of rates; the appointment and accountability of officers and staff of councils; transfer of powers of public officers to councils; general penalties; and regulations applying within area of authority of any council. Finally, this Act inserts Section 126 on jurisdiction of Magistrates Court to try offences under this Act.
