In that case, the Minister shall constitute a Forest Management Committee for that area. The Committee shall be constituted of representatives of central and local authorities specified in regulation 3. The Committee shall manage and develop the Joint Forest Management Area and distribute benefits among the local communities. The Committee may develop and implement development plans for the area and negotiate agreements with other stake-holders (reg. 4).
