The Ordinance provides for the appointment of inspectors who have the power to enter, inspect, and examine any station, sheep, or cattle. They can also employ labour, demand information, and issue orders to prevent and control diseases. All sheep and cattle above the age of six months must be marked and registered with the Director of Natural Resources; ear marks and brands to be used and the penalties for marking offences are also specified. The Ordinance defines affected and infected sheep as those suffering from or exposed to certain parasitic, infectious, or contagious diseases. It also sets out the rules and procedures for travelling, detaining, examining, and destroying such sheep. Additional offences; the Ordinance creates various offences relating to false declarations, neglect to give notice or make returns, breach of the ordinance or subsidiary legislation, and concealing or mutilating infected sheep.
