Tethering of livestock on or near a public road or a public place in a manner that is likely to cause obstruction, damage or injury is declared to be an offence and livestock near public road or place may be seized and impounded. Sections 13 (release of impounded livestock) and section 14 (ill-treating or impounding of injured livestock are repealed and replaced by new sections.
