It provides that the board of supervisors of any county shall have jurisdiction, power, and authority at any regular, special, or adjourned session, to establish a drainage district or districts, and to locate and establish levees, and cause to be constructed as hereinafter provided any levee, ditch, drain, or watercourse, or settling basins in connection therewith, or to straighten, widen, deepen, or change any natural watercourse, in such county, whenever the same will be of public utility or conducive to the public health, convenience or welfare. The chapter further provides for federal flood control cooperation; interaction with state and local governments; board of county drainage administrators; county-city drainage district; dissolution of drainage or levee districts; merger of drainage or levee districts; intercounty drainage or levee districts; converting intracounty districts into intercounty district; drainage or levee districts embracing part or whole of city; highway drainage districts; drainage and levee districts with pumping stations; drainage districts in connection with the United States levees; interstate drainage districts; management of drainage or levee districts by trustees; financing; and individual drainage rights.
