Abstract These Rules consisting of 18 articles aim at regulating some powers of the Lembaga, the fisheries development Authority established in 1971. The Lembaga may declare any place or area as a fisheries complex or fisheries harbor where, without a permit, it is prohibited the following: (a) loading, unloading, keeping, collecting, processing, or dealing with any fish or any other types of dealing, (b) making any alteration, erecting any structure or placing any obstruction, (c) loitering, swimming, or fishing, (d) repairing or constructing any fishing net or fishing gear, (e) without written permission from the Director General, supplying fuel, ice, provisions, services, or conducting any business.
