Abstract The aim of this Legislative Decree is to regulate the control of water. The present Decree is composed of 24 articles. Article 1 deals with terms and conditions. Article 2 specifies the waterworks which necessitate a previous licence from the Water Council. Articles 3-5 refer to the procedures for applying for a licence and its approval by the Council. Articles 6-14 pertain to the obligations of the Water Council and in particular the registration of wells and the quantity of the drawing capacity of water. Articles 15-19 specify the competencies and duties of the Council. Article 20 deals with the obligations of well owners. Articles 22 and 23 contain offences and penalties. The Decree gives the Water Council full administrative, legislative and executive authority for all water-related matters, including well drilling licensing and specifications.
