Abstract The aim of this Legislative Decree is to regulate diving and pearl fishing. This Legislative Decree is composed of 8 articles. Article 1 deals with terms and definitions. Article 2 refers to the establishment and composition of the Council. Article 3 specifies the competencies and duties of the Council which shall include: (a) to lay down and execute general policies for the development of Herat and of pearl diving and fishing; (b) to study regional, Arab and international conventions and protocols related to shellfish and pearl development; (c) to create a database concerning pearls and shellfish; (d) to propose rules for the importation and exportation of natural pearls; and (e) to protect the marine environment of Herat against pollution.
