Abstract The purpose of this Legislative Decree is to prevent inland waters and marine pollution and to ensure maritime safety. To this end, it prohibits the discharge or release of polluting substances from ships into: (i) inland waters, including ports; (ii) the territorial sea; (iii) straits used for international navigation subject to the regime of transit passage; (iv) the exclusive economic zone; and (v) the high seas. The Legislative Decree lays down control measures applicable to ships in ports or in transit and sets out the penalties to be applied in case of infringement.
