Abstract This Legislative Decree is composed of 27 articles. Articles 1 and 2 define competencies of the Ministry of Municipality Affairs and Agriculture in particular to: regulate and organize tows and villages; carry out land survey and division; lay down plans, projects, studies and researches for agricultural development; define requirements and conditions for the issuance of licences for the construction, industrial and commercial shops; expropriate lands for public utilities; propose plans for the execution of architectural urban projects; construct and maintain roads, streets, public utilities and installations; manage State lands; create gardens and parks; protect the environment against pollution; and, authorize digging of wells for ground water. Articles 3 to 6 deal with competencies of the Minister, Undersecretary of the Ministry, and Projecting and Monitoring Unit. Article 7 divides the Ministry into the following Departments: Urban Projecting; Land Management and Expropriation; Building Engineering; Civil Engineering; Environment; Agricultural Development; Fish Wealth; Agricultural Researches and Water; Mechanic Equipment; Administrative and Finance Affairs; Geographic Data System; Administrative data System; and Municipalities.
